Make a twitter account.

Follow a lot of people (for example, follow a lot of Nas' followers, those are people that might be interested in your work). Cause a few will probably follow back.

Put in your twitter bio "upcoming artist".

Then release some songs every once in a while.

When you have a lot of followers, drop a mixtape.
