Facebook won't let me be friends with my own cousin? PLEASE HELP?

So I recently found my cousin on Facebook, I added her, but cancelled the add because I changed my mind, and then I added her again.. and she said she saw my add, but then it disappeared and now no matter how many times I try to add her back I can't add her at all because Facebook is saying; "This request can't be sent. Please don't send repeated friend requests to the same person. This is against our Community Standards, and can be considered harassment."

This is my cousin and I know her! All I did was cancel it but then add her again! I know her in real life, she tried adding me but she said it said "pending friend request." And I didn't receive anything!

Please help, I really want to solve this problem and become friends with her!

It is illegal to "be friends" with your own cousin. Except in Alabama.
