Girl stole my picture on Facebook last Monday so What should I do?

I upload my picture on my facebook then I tagged my pic only my friend and one of my friend tagged my pic to her. Basically she's using my picture on her facebook,I reported her but she block me than I made another account to see wheather she deleted my picture but she still have it on her facebook. I asked her polite way to delete my pic but she ignour me and my message. Most people told me to contact facebook admin I contacted them day monday,tuesday and today still facebook admin no respond what should I do? this girl ignours me and i don't know her we have common friend, even one of the common friend talked to her and she blocked him too. I don't want my picture all over facebook how to solve this issue really need help? what should I do? Is Facebook has no policy against this issue? any advice help me Thank you

get as many friends as possible who are friends with her 10 or more should hopefully do it, and get them all to report it when loads of people report a photo it normally gets deleted quite quickly
