How do I let others like/comment my photos on facebook?

I've already made my profile picture public but looking through a random profile it can't be liked/commented by others than friends. How do I turn on likes and comments by public or at least by friends of friends?(I've already researched the help section but can't find any helpful info.) Thank you for your help

it depends on your age and the age of the person trying to like/comment your photos

you wont have the public option until you turn 18
