Or, is that just in order to become 'Friends?'

No. There's a thing that enables whether or not they allow followers. If you go to someones page that you're not friends with and if theres a follow button, they enabled it so people can follow them. If theres not a follow button, then they made it that way and dont want followers unless you send them a friend request.
