No, but it could be. Anything could be - anything that you care about more than God (ex. Browsing, drawing, swimming, chess...?) is a sin.

Keeping tabs on people you do not know very well is not a sin just kind of dumb.

No not at all. Why would facebook be a sin? I am a Christian and I go on about 4 times a week. As well as there are numerous amounts of Christians who have one and use it. So I would say your ok if you have one. I just choose, in the private settings box, to keep my facebook blocked from people I don't know, so that way I can keep it just between me and my good friends. I don't want random people that I don't know commenting on my photos and posts. That's just me though.
