Ok, GIF's on Facebook. (Cover Photo help)?

So, I found an image through google in which I wanted to upload as a cover photo, I'm running vista on my lap top still, (I know, I know) and yes it has many flaws. I couldn't find a way to see the image on the computer with vista only having live photo gallery. So I decided I would use static HTML app through facebook which most people said would work on YouTube. And pretty much upload the GIF straight to my photo album on Facebook then alter the photo for cover photo. But static HTML says I have to be an administrator of the page =S which I am aren't I? It's my Facebook page? So that back fired. And I'm running out of ideas based on my knowledge and the very few people on the Internet who actually know what to do. Considering there are not many videos out there for this. So any one who can offer help to me getting a random google GIF as my FB cover photo would be helping me out massively.
