To upload a picture to Facebook, you simply load the picture onto your computer, open up your Facebook page, click on the "Picture/Video" link at the top of your news reel (on the home page), then click on the "Upload Picture/Video" tab. A pop-up should appear in which you can browse for your picture. Double click on the desired picture, and it will be uploaded.

If you mean, how do you download a picture from Facebook, that's more browser-dependent. However, with most popular browsers, you can simply right click on the picture you want to download and select the "save picture as..." option on the pop-up menu. Select a location on your computer to which you want to save the picture, and then click "save". The picture should be downloaded to your selected location.
