How can I change the background design on my twitter profile?

I only got it last sunday (im behind the trends, in know:') ) anyway I keep trying to change the background to a repeated floral pattern by selecting the picture etc, and I made sure it didnt have more than 700kb, but it just will not change!

help?
can I just add, I have tried that so many times and it says that it has saved my settings but it actually never works!
its so frustrating! I guess theres a problem somewhere

1- click the top right corner where it says your name and click settings.
2- once settings has come up click design (just underneath where it says _______ settings)
3- and choose a background

it does that for a while i tried changin my pic an it wouldnt change

wat i did was change it sign out the sign back in an it had changed
