Who sets the rules for social media sites like Facebook as i want to complain about these new ads.

Facebook sets the rules themselves, government only gets involved if something occurs that Facebook isn't willing to fix.
A good example is Facebook's privacy controls, they have slowly been improved over time due to pressure from governments. Without that pressure, the controls would be even more complex than they already are, and would default to less privacy. Ads |

The Facebook Team is Responsible For Ads on Facebook So if you Got any Complaints you Need to Complain to the Facebook Team
