if on one facebook account it shows someone with add friend and the other it doesn't im blocked?

i look on my facebook account and it doesn't show the persons picture or an add friend option and when i look on my friends account it shows the add friend option of this person
it doesn't say facebook user it says their real name but i can't click on the name and it has no picture

If it says 'Facebook user' then you're blocked

if your blocked it wont let you search them and their name will come up black (not blue and clickable) when you do see it like on another profile.if it doesnt say add friend you are either already friends or they have privacy settings so only certain people can add them, like friends of friends, people who know their email, etc................ from the sounds of it, yes your blocked.
