what to do if someone uploaded my photo abusively in facebook when i dont have a facebook account and everybody talks about me badly in front of me indirectly by seeing that photo? should i complaint to police or go to a hacker to find the person who put photo in fb?ans asap...

Contact FB and see if you can get it deleted.

if you have any complain about any one violating you or your friend either by commenting or by pics you should click "option" on the photo then "report".and facebook team'll take some action.
