Facebook restricted list?

if i add a photo and a mutual friend comments on it will the restricted person then see the photo? also do the same rules apply if a mutual friend is tagged in it?

If you block a person, that person is not able even to see your profile, and thus your photo. If you tag in a friend, then his/her friend (if a mutual friend or not) can see the photo, only if he/she is not in your block list. But, if you put a photo in a group in which the blocked person is also a member, he/she can see and can comment.
