I'm pretty sure it's legal to "date" just about anyone (although in some cases it's seriously frowned upon). It's having sex that puts things in legal waters. In that case, the age of consent is 16. But if they're being good little Disney kids, that shouldn't be an issue. But either way, he's sixteen, so if she wants to rob the cradle then it's her decision!
