If you wanna use fb without internet..Then you can activate facebook for USSD..It is only for Airtel users(As far as I know) ...
Facebook for USSD : *325#
Just dial that number ..from there you can activate it..it takes Rs1.5/day ...

dail *325# from any mobile(no need of any gprs supported fone) and you can access some main features of facebook like friend requests,messages,news feed,etc.
But there won't be any pictures or you can't upload pics.
Currently almost all leading operators(vodafone,airtel,tata docomo,virgin gsm,...) support this feature.
The cost for this is different for different operators.
You also get a birthday reminder message daily.
But be sure you log out after using it as anyone who dails *325# from ur phone can access your facebook.
