If someone is no longer your friend on facebook, but they commented on a picture of yours, will they still receive notifications if other friends commented on that same picture?

Yes, they are! One solution for not receiving anymore notifications is click on 'unfollow post' under the status or pictures itself.

When U Post Ur Update Make Sure Its Not For Public.. Because If It Is For Public..Then any one could post a comment and get notification

Someone who is not friend with you can also comment on your photo if you tag any person who is friend with that person. If you make your photo public then other people who is not friend with you can also comment. So better not to make your private photo public.
