Long story short a message popped up saying that it is against their policy to send repeated friend requests to the same person so I can no longer send them a friend request BUT I was confused if I was adding the right person so I cancelled the request and then added again about three times, then when I was finally sure that I got the right person that message showed up. How long will it be before I can send them a request again? Thanks!

Not sure but im pretty sure you could just message them to send you one or to accept yours. the whole point of that rule is because some people just dont want to be friends on fb and the repeated requests get annoying. I dont know your situation but if they dont want to accept it, they wont. Just message them and they'll accept/send if they want.
