Question about facebook chat?

I noticed that 5-6 friends show up as "suggestions" on your chat bar when you go offline on fb chat. These friends that show up always happen to be people I message often. However, one person showed up that I havent messaged in several weeks. We used to msg a lot but stopped. What is that suggestion list based off of? Is it based off of who chats with me the most often and who frequently views the messages me and that person have sent?

It is trying to organize people you talk to most.

It's based on who you chat with the most, it doesn't matter how long it's been it's how many messages you've sent and have received to and from the person
