Why I cant i make a Facebook page called Call of Duty: Ghosts?
I am trying to make a fan page for it but it says Our automated system will not allow the name "Call of Duty: Ghosts"

It's possible there is already another page with that same name and facebook doesn't allow you to use it.

maybe because you have a colon in it
