What is this text facebook invites from the number 13999?
I do not even have facebook.

And it said text "stop" to optout.

I did but was it even safe to reply to this type of mobile spam?

Sounds like spam to me, I never reply to any of numbers like that, I usually ignore them, through time they don't text anymore.
