I think it means he is trying to be funny by making fun of people who use facbook..... On his facebook page. The words "irony" and "hypocricy" comes to mind.

Cat people post things about cats because cats laze about but people take dogs on walks.

I think its saying cats are lazy so they stay inside. Dogs are more likely to want to go outside than a cat would, so cats stay inside and dogs go outside.
