well there are certain time frame for finally deactivate the account on fb, may be 14 days, if the person is not active again withing this 14 days the account will be close finally and no way to send him/her a message. if he reactive again you can still send message.

Contact your other contacts who is in contact with them..and may be they can contact them on their personal email ID..

U can either IM,email,text message them.That's the only way u can contact a deactivated person on FB.
I guess a person can deactibve their accounts as much as they want,unless their deactivation exceeds 2 weeks.Then they'll permanently get deactivated.
