Facebook messaging people you aren't friends with?

When you message someone you aren't friends with and it doesn't have the little sign saying "your message will be sent to (name's) "other" box because you aren't connected with him/her" does that mean they will get notified when I message them?

Not always, there are times, depending on how they configured the privacy settings they might have to manually go into their Facebook Messages and open the inbox named Other.
