Facebook question?? Please help?

Some of my friend’s accounts are locked for security reasons, but I had a friend that got hacked and his account got locked, but I noticed it said he still on mobile. So there’s a phone icon next to his name even though his account is locked. How did this happen? Please help? I tried messaging him, but it said "Failed to send" I though Facebook logs you out on every device when your account is locked?

I think he has facebook messanger installed be4 d a/c was locked.
