how do i make my facebook profile picture so anybody (non-friends) can just click it and like it i can't find anything on privacy or account settings and yes my account is over 18

You can put it as "Friends" or "Only Me".

I would say change it to Public, I don't know if that will allow someone to like your profile picture. I don't recall being able to like someone profile picture.
