In my experience, using a lot of hashtags and uploading frequently has helped me gain a significant amount of followers.
When hashtagging, use popular ones. These attract a lot of likes (almost instantly) and you'll get a few more followers as well.
Also, when I say post a lot, post a lot of interesting/cool photos. Don't take photos of just anything. Use the filters and third party apps to make your photos super interesting so that people want to follow you.
