What is the best way to gain Instagram Followers?

Looking for some advice on how to gain more Followers on Instagram. I currently use an app called tags4likes , rotating hashtags on photos every so often but I just can't seem to gain a sufficient amount of followers compared to likes.Was looking to do maybe a paid service but unsure. Any advice is appreciated.
