Is it right to dump her?

I've been going out with my current girlfriend for almost 18 months now and i've recently started to talk a bit more about taking our relationship to the next level (ie. handy,fingering,rubbing ect.) She then turned around and said that she does not feel comfortable. We're both 16 too. I have had several girls and guys tell me that she's being selfish and doesn't want to play her part in our sexual relationship but I'm not so sure.

She also has troubles communicating with me because she only likes to talk to me face to face, which makes it 1000x harder for me sometimes when I try to talk to her about the awkward things. She does not like to call me and doesn't like to use social media to contact me. In other words, 0 commitment.

Recently I've also had other girls trying to talk me into dumping my girlfriend so they can give me what I want (which in that case, both of us are happy)

So what are you guys' (girls') opinions about the issue and what do you guys (and girls) think I should do?

1) yall both very young u still have ALOT TO LEARN ABOUT RELATIONSHIPS
2) she is not being selfish it sounds like just SAFE! if she isnt ready then she isnt ready...
3) obviously she doesnt have trouble COMMUNICATING with u with she only wants to talk to u face to face u have a problem communicating and need to grow up also maybe she doesnt want to talk about the things u wanna talk about i.e sexual thing... -__- cuz she may not be ready...
4) she sounds like a RESPONSIBLE GIRL! if u wanna dump her over something DUMB that BOTH OR U ARNT READY for i think its ur lost...
