Can i message him this on facebook...?
My friend that I have a crush on lives close to me. I see him when I ride my bike occasionaly...but he doesn't know that I know he lived there. Do I message him on facebook saying "Hey, I think I saw you...do you live in (development name)?"

Sure, message him. But, don't sound too creepy, haha.
Just start off saying that you think that you saw him, and eventually the conversation will lead to him knowing that you know that he lives there.
