I want to add someone as a friend, but I can't because I keep getting that message. I think the persons page may have changed, but I don't know. I want someone who's an expert. It could mean they have blocked you but I'm not sure because I've never got that message before.

if by "page" you mean someone's profile, that means they blocked you, or they deactivated their account, or facebook suspended their account for breaking the rules
if by "page" you mean someone's status update, they either deleted it, or changed the privacy settings for it so that you cannot see it anymore |

i think facebook may have a bug of hackers. my page keeps following people i didn't follow, and this exact facebook message keeps showing up everywhere on the site randomly.
