How can I find a person's IP Address without chatting with them or having an email message?

My reason being someone is stalking my daughter, and now starting to attack my mother and I, as well. They block us from everything before we can even see anything, or they completely deactivate the "fake" profiles they've made. They find her on every social media network she seems to get on, and taunt her & anyone who defends her. Every profile they comment from is a fake one made-up specifically to harass her. This is NOT just teenage drama! This is serious & needs to be stopped! This person can tell me almost every move my child makes; what she's wearing; how she's wearing her hair; sends me pictures & videos; and makes regular threats, and has gone through with some! I've been to cops, sheriff dept. school board, and her school, and no one does, nor has done, anything. They haven't even bothered to look at anything. I have taken screen shots and/or printed everything, and continue to, but without them even looking, this doesn't help me! So, what I'm curious about is to know if there's any way, whatsoever, for me to track their IP Address without being able to chat, or email with this person? ANY SERIOUS ANSWERS, SUGGESTIONS, ETC... WOULD BE GREATLY APPRECIATED!! PLEASE help!! This is very serious & quite scary to our family! It's seriously driving us crazy & causing severe distress to our family!
Let me add, that none of us are friends with this user, and all of our profiles are set to private! There, also, have been death threatening taunts made such as brakes being slashed on car, and many more. Tires have been slashed, already, and many more things have been done by this person (which they have no problem admitting or claiming the acts). My daughter is a 3.8 GPA student and HAS NEVER had an enemy, been involved in any drama, nor been in any trouble, at all! Perfect? No! Nor am I blinded! She's a very popular kid with an extremely large amount of friends! The cops here are just lazy, and have a lack of interest when in comes to doing their job. They won't listen, nor look at ANYTHING! Thank you for all your suggestions, but I still feel like there's got to be a way I can do SOMETHING myself! I'd be willing to try almost anything, at this point! This has been going on since last August & I've made multiple attempts for help to all I know to on many occasion

Don't buy into movie magic, you, as a private citizen can't simply track someone's IP address to a house, and say "Yup, that's the guy!" It involves many days of research by a dedicated team to be able to track an IP address to a specific person or computer. Unless she's received death threats the police will not get involved, and even if they do, they'll tell you to use the built in permissions to all social media to mitigate information flow because there simply is no way to determine beyond a reasonable doubt who is terrorizing your family.

Simple fact of the matter is, if this persons technological aptitude exceeds your own, you're not going to be able to stop them from mining this information about your daughter. Your best option is to restrict where she goes on the Internet, and disallow her from using social media.

However, my opinion on the matter is, either this person is very close to your daughter and you simply don't know it, or your daughter is not being careful about what information she shares with her friends on social media, such as facebook. Your best bet is to open an account, and have her add you as a friend, then from your created account, browse her profile and you'll be able to view the information that she's releasing to the public (or at least those whom are her friends). Usually this information includes general location (city/town), phone number, email, other social media accounts, full name (to be used to find her even if they aren't listed). The list goes on.

The only way to remove the threat, is to stop going online.

Won't do you any good if you do, an IP address and a few cents or pennies will get you a very smalle bag of sweets. Ity will only trace to their ISP, the geographical location will be their DHCP server, probably on a different city, county or even state to the user. And since they are dynamic by the time you get it someone else could have that address. Without the police obtaining a court order you can get NO user information. So go back and push them. Quite honestly if they have made threats and the police take no action take it to the Federal authorities.
