You'll be able to cancel your pending request only when the user become active. You can use Pending Friend Request app to know all your pending requests

once you use it, it will record id of all your friends and if you want to know which of your friends deleted you use it again it will show their names in recommended list.

If the person has deactivated their account forever and the account is deleted, then your friend request is automatically cancelled. Unless the friend logs in again. If they do so, then you should go to their profile and right next to the "Friend Request Sent" button on their timeline, when you bring your cursor on that, a small scroll down menu will appear and you will see "Cancel request". Till then, you can't do anything.
