What happens to people Facebook accounts when they die?

They just stay there, unless someone else has access to it or they report the account to get it banned/deleted.

My friends Facebook stood there, she's been dead for 9 months. The only thing that can get it deleted, if someone reports her profile.

Something does happen, in the help centre part, you can find a section on "reporting a deceased user". Quite morbid really...
