How to make a photo small enough fpr my twitter account?

Twitter allows upload of photos, which are up to 700b. I've tried to shrink a photo of myself (124 KB), using windows picture manager, photoshop, some online tools, but have managed to make it only 1,28KB.

Does anyone have an idea what can I do more?

Go to paint, edit the size, and just type in 50 horizontal and 50 vertical, then it will be able to upload to twitter
