Why people keep telling me "you can send anyone a message even if he/she isn't your friend" ?

It' NOT true..I tried to contact one person, she hasn't me in firends, but people say: "just send a message". i think that message goes to "other folder" and person can't see it, if he / she has "Strict" on they're setup. Is it true?
Or there is the other way I can contact ??

They can see it, however there are many users who do not know how to access this folder for messages from people who aren't on their friends lists, or mutual friends.

If you really want to contact someone I suggest adding them, and putting your message in the actual friend request itself.

You can, unless the person did something with their settings. I get messages from people all the time asking to be friends. But almost always, it's a spammer who wants to be friends so they can steal my personal information. There's no way that many teenage cheerleaders want to be friends with me!
