Instagram hashtag help please?

If I comment on one of my Instagram photos with hashtags how come it won't let me comment again with more hashtags, or if i delete the comment then re post it to enable it to be reposted at the top of that specific hashtag page it won't let you do that.

What's the most effective way to hashtag to get likes apart from putting hashtags which I already do?

E.g do I delete the hashtags in the comment and then re-post the next day? (This doesn't work sometimes)
