I want to make a Twitter account. It's free, right? And will it show that I have an account on the internet bill? And some general info on what makes an account for funny posts gain followers and be funny.

Twitter account is free.. Once you made an account twitter suggests you some Famous peoples, follow people who you want, don't follow many per day , twitter will suspend your account. Follow others, retweet etc will help you to gain followers.
