No its Not Delete to the person you Sent it to When you Delete a Message it Only Deletes on your End

Yes because you're only editing what's on your account not theirs.
It's the same as if you deleted a text you sent someone, it's still going to be on their phone even if it's not on yours anymore because they are two separate devices, just as the Facebook accounts are two separate accounts.
