As answered, it's like yelling "Hey!" at someone. So it's informal and shouldn't be used just for anyone.

Like in dramas someone may say, "Yah! Jung Soojung!" from afar they're just calling the person's name to catch attention.

It is NOT "hey" as in the greeting! Don't be confused with the two, it's completely different. Hey is not meant to greet someone. It's actually quite informal and should be used between friends or people younger than you. If you say it to older people it's considered very rude.
The more clearer translation of "yah" would be "hey, you!" So yes, not a very polite thing to say.
