What does it mean when there is a phone by a person on chat on Facebook but isn't green.. Are they on or off or what? When they're on it's usually green, but it's just a phone?

It means they have the facebook app on there phone but they just aren't online at the moment

white they are off line or away and green they are on talking to someone

It means they are not online but they will get a notification on their phone.

If there's a phone by their name, it either means they're veiwing Facebook via Cellphone, or that their status or chat posted was made via Cellphone (mobile)
If there is a green on, it means they're usually available for chat or messaging. It doesnt really signify that they are online.
So if there's a phone by their name but no green, it pretty much means they posted something via Cellphone, or that they're online but not on chat or messenger.
