What to do when facebook doesnt help in a scam ?

Hey guys
I have a friend that had a facts page in facebook. It had quite a following with some k's of likes.
He asked for help and made other dude co-admin, he didnt know that other guy could take the admin rights from him, but that guy did.

Now the page has over 130 k's of likes and my friend is watching is idea grow. He already made another page that in one month is reaching the 10 k's but it isnt the same thing.

He already reported to facebook and said he had everything to prove he is the rightfull owner, but they didnt even respond.

Is there any institution that can help him ? Even if he doesnt get the page back atleast make some "noise" about it ?
