If you want that friends of friends (not in your friend list but be in friend list of them) can see your wall posts but not be allowed to Like or comment!

Then go to Privacy Settings > Who can see My Stuff > Who can See your Future Posts > Friends of Friends

If you want that everyone .. including those who are in your friendlist must not be able to comment or like .. then I am sorry to say that it's impossible!
