If you get Skype can do over there if have the other persons email address and it's free.

You can make video calls over Facebook. There is a small video symbol in the right top corner of your chat window. You can select that to make a video call to your friend ( Provided you have the Facebook video plugin installed in your browser )

Facebook uses Skype as a medium to provide free voice calls to your friend. You should click the video camera icon to the left of your chat box and install the plugin. Ask your friend to do the same and it should be OK now!
