I see some people putting this, here are some examples.

What does this mean?

sometimes 140 character is too short for what they have to say, and people come up with ways to create longer messages.

>>> means "this tweet will be continued", which can either be done manually, or by using a web service (link in source)
<<< mean "continued from a previous tweet".
