I think you can only do it by tagging them.

just go to their profile and there should be a little bar above all of their statuses and you should have the option to "share" a photo

If you want to add a photo on someone else's wall, then just to to that someone else's wall, click Photo on their status update, write down whatever you want, then post it. Exactly the same like you do own your own wall, unless that someone set that to Only Me, means only that someone who can post in their wall, then you can.

Just visit there wall or profile and there would be an option of uploading photo above the status bar thing. You may attach one over there. But make sure that Facebook has a facility with which unknown users may just stop you from posting something over there wall. Rest, the process is always same you just need to have that authorization to do so that on specific user's wall.
