Question about likes on facebook ?

Okay i've been on a few people profile pictures and they have between 200-700 but where you can see how many likes they have you can't actually click on it to see who liked the picture ? i have put a picture down below of what i mean, but how do they do it ?

can i state i am friends with all of them on facebook

if you want to know who commented on the status or photo, you need to click on the likes button so it will say (for example)
270 people like this
you need to click on the number and it will come up with a list of all the likers

thats often because you're not friends with them, or Facebook can't load them all up. Theres nothing you can do!

If their profile is private and you're not friends with them then that's probably why. If you are friends with them then I'm not sure!

Thats Not Possible to Do if it Doesint Say Who Liked the Picture anybody Can Click on the Number Of Likes And See Who Liked The Picture

There is No Privacy Setting that Would Restrict That

This is most likely because Facebook cannot show all of those results at once.
