how to chat with friends on facebook without internet?

okay here's the deal I have Facebook and my phone service is about to get cut off I want to still chat with my family and friends on Facebook but I won't have internet is an app where I can use facebook chat offline

You can't since you can only access Facebook online. You can go to a public library or to a coffee shop with wi-fi. The library has a time limit each day for how much computer time you can use but if you have a laptop with internet connectivity, you can use the library's network. At a coffee shop, you'd have to make a purchase for them to give you the password info at the business.
