What photo filter makes a pic look like this?
The answer is NOT Instagram; however, there is a photo app/filter that can alter images to appear like this:

I doubt it's an iPhone app, but I know for sure that the effect in that photo can be done using a photoshop filter. Tongue I'm pretty sure it's "Comic" or "Movie-grain".

Just download any editing app, and look for a filter with "grain" on it, it should work. ^_^
