I've seen my friends have one, and I'm trying to find the perfect website to make one, but can't!

If you want to make a Facebook cover from your photos adding some cool photo effects you can try PicPie facebook cover maker.

You don't need to upload any software. Just choose one of Facebook cover templates, upload your photo or photos, and apply the template. Then you have options to download the resulting cover or upload it to Facebook directly.
