I guess it is depend on your country because our Government have different ways on how to weight their Law violation... If its not in your Law then your not doing anything bad.

So basically it will be based on your personal conscience. If your intention of printing pics of someone you knew is because you want make some surprise for him or her such as creating a card for his/her birthday or just an ordinary card well I think that is good. but if your printing photos of someone is because for malicious purpose well no matter what age of that particular person that would be a different story.

Well it might not be illegal but if the minor's parents found out you can bet there will be words against you. I would suggest not doing that.
